Conflicting Reports Continue to Surface Reference the Possible Arrest of a Suspect(s) in the Boston Marathon Terrorist Attacks

Just reported by the L.A. Times, there are now two suspects who "have been singled out in surveillance videos of the scene".
As is being reported by the Boston Police Department on their Twitter page.

UPDATE 1:  Reports are coming in fast and furious (no pun intended) which means that the facts are constantly changing.  Now authorities are saying that no arrest has been made but that, of course, depends on which law enforcement official one is speaking to.
According to the Associated Press, there has been an arrest and the suspect is on his way to the courthouse at this moment.

Fox News is reporting that law enforcement has in their possession a video of a man holding a black bag across the street from Lord & Taylors.
Allegedly the man can be seen in the video dropping the bag just before the explosions.
According to news reports, the suspect has been arrested and will be taken to federal court later day.

Could this be the man in the video or the suspect that the FBI has in custody?
Judging from the stench surrounding this case, there is a heck of a lot of confusion, or an equal amount of wrangling, distracting and manipulating going on.
The conflicting reports are giving the appearance that someone is going through an awful lot trouble in leaking faulty information (or is it) to the public.
Not implying anything but I am starting to get Operation Fast and Furious, Benghazi, Fort Hood flashbacks.
